Ces dernières années, les relations entre associations et collectivités territoriales sont en mutation : en incitant les associations à animer le territoire, et parfois à assurer des missions de service public, les collectivités ont profondément modifié le rapport aux acteurs associatifs. Localement, les associations sont devenues un rouage essentiel de la vie démocratique en participant à favoriser le vivre-ensemble. Mais, ce partenariat est réciproque : si les collectivités ont besoin des associations pour appuyer les politiques locales, les acteurs associatifs dépendent, bien souvent des aides, notamment financières, versées par les collectivités pour développer leurs actions. Associations et collectivités sont donc des “partenaires naturels”, travaillant de concert pour développer et animer un territoire commun.
