Ces dernières années, les intercommunalités, renforcées notamment par la loi NOTRe, sont montées en puissance au rythme du transfert de compétences. Néanmoins, les établissements publics de coopération intercommunale (ECPI) demeurent trop souvent un échelon méconnu des citoyens qui identifient difficilement leur fonctionnement. 
A travers ce dossier, nous avons choisi de monter que cette coopération intercommunale était une « chance pour les habitants »,  offrant des moyens supplémentaires et efficaces pour répondre à leurs besoins et à leurs aspirations, qu’il s’agisse d’aider au développement local ou de garantir un service public de qualité
